What data is expected?

National government budget at a high level, that is the planned government expenditure for the upcoming year, and not the actual expenditure. Open budget data allows for well-informed publics: showing where money is spent on, how public funds develop over time, and why certain activities are funded. We recommend that you consult our methodology section for more information.

How open is the data?

Integrity Watch Afghanistan, the organization i represent, conduct national budget openness every two years in collaboration with Open Budget Survey. There is good details of information, in case required in the report published by OBS. Afghan government has improved on opening up on the budget. But there are problems that remains. Like information on how a project is selected in the national budget? information on public consultation for development projects? The Ministry of Economy that conducts analysis of the development budget does not release any information on the project.

The budget file that is indicated as the xls file is the executed budget file, that is updated every month. The actual approved budget file is in PDF, I have added it with the sources. As far as I can see, in a similar file from 2 years ago (the only english version I could find) and has sufficient level of granularity.
