The Index either looks at the quality of designated drinking water sources, or of environmental water sources (if drinking water data is not available). See our methodology for more information. After reviewing the submission and researching independently I have to agree with the assessment that there is no single agency responsible for collecting or aggregating water quality data. The system seems to be decentralized, however while other countries clearly make data collection a policy requirement, there seems to be no such requirement for Afghanistan.
