How open is the data?

The responsible organisation appears to be Antigua and Barbuda Electoral Commission however there website is under construction and I was unable to identify any other government portal for the given datasets. https://www.abec.gov.ag/

Updated org responsible to "Ministry of Agriculture, Lands, Fisheries and Barbuda Affairs" (https://www.ab.gov.ag/detail_page.php?page=17); as can be seen in the United Nations initiative on Global Geospatial Information Management page (https://ggim.un.org/partners.html). There is a portal with some boundaries at https://geonode.data.gov.ag/; but does not seem kept up to date. Also no Administrative Boundaries. Your submission is valid.
