How open is the data?

Unfortunately I was unable to identify a government portal for the given datasets.

I have googled the ministry of Finance in Antigua Barbuda and this website ( https://ab.gov.ag/detail_page.php?page=13) does not give any valuable links. With a further google search only the budget speech could be found: https://www.ab.gov.ag/pdf/budget_speech_2016.pdf Also on the law portal of Antigua and Barbuda, the budget law could not be found (https://laws.gov.ag/new/index.php).
