The original submission was amended, because it referred to current weather measurements (containing all required data elements for various weather stations in numerical values, it is openly licensed, available for free, downloadable at once). This data is fully open. However, it is not forecasting data. The reviewer found a forecasting dataset, available at: https://www.zamg.ac.at/cms/de/produkte/wetter/allgemeine-vorhersagen/wetter-fuer-ihre-homepage-und-mobile-anwendungen This dataset contains all required characteristics for 5 days and is considered the reference forecast dataset, because it is most representative for the parameters the Index assesses. It can be retrieved at once via FTP server but is not openly licensed and has to be paid on a monthly basis. To do so, users have to sign up for the service. It is available as HTML or in raw data (XML or CSV). I added the characteristics "precipitation amount" and "precipitation probability" Thank you, Günther Tschabuschnig, for submitting to the Global Open Data Index. Reviewers assessment of findability: It is hard to find the data (I give a score of 1). I visited the main website of ZAMG, then had to look for a long time to understand that the "products" button contains weather information. Then had to click two levels deeper (the naming of the links is not obvious: I clicked through "general forecast" -> "homepage and APP" ).
