How open is the data?

The original submitter's entry was expanded with more details on getting to the actual Administrative Boundaries page (via the Link page in the given SNIT homepage). The characteristics are all available online but are not downloadable. Thus, the format is modified to remove any available open format. No law or license was found to contradict what the SNIT site says about no free use. Your submission is valid. Thank you very much for contributing to the Global Open Data Index.
