Departments and Arrondissements cover Boundary Level 1 + 2; with all the needed characteristics. The dataset can be easily downloaded for free and has open license. Submission was minorly modified to add the formats SHX + DBF with the shapefiles. Your submission is valid. Thank you very much for contributing to the Global Open Data Index.
