What data is expected?

List of registered (limited liability) companies. The submissions in this data category do not need to include detailed financial data such as balance sheet, etc. Open data from company registers may be used for many ends: e.g. enabling customers and businesses to see with whom they deal, or to see where a company has registered offices. This definition draws on the work of OpenCorporates.

How open is the data?

INSEE manages a company register (SIRENE) which also includes non-for-profit entities. Access and reuse of the database is possible against charging fees. Infogreffe also manages company data collected through commercial courts. Some data can be viewed online, but reuse of the whole database is also subject to fees. It is however expected that this dataset will be made available as open data in 2017 as announced by the Minister in charge of Digital Economy. Lastly, according to a 2015 law on Economy and Growth, company data collected by commercial courts shall now be transferred to INPI and managed through a Central Company Register (RNCS) and released as open data. However, the release of RNCS data has still to be done and there is evidence that the database is still sold to third party. In the meantime, Infogreffe has launched its own open data catalog but does not provide the full register of companies, only secondary data on the activity of Infogreffe.

Your submission is valid. Thank you very much for contributing to the Global Open Data Index. Company data are available online and free of charge on both the Register of Commerce and the National Institute of Statistics and Economic Studies websites. However, in both cases data are available through a search mask, in .HTML format, and cannot be downloaded in bulk. On the Register of Commerce (Infogreffe) website, search results include Company name, Address, SIREN/SIRET numbers (unique French business identification numbers), Number of establishments, and Activity. One then has the option of purchasing information such as official documents. On the National Institute of Statistics and Economic Studies (INSEE) - Company search (Sirene) feature, one can look for company information by searching an entity's SIREN/SIRET number. Company name, SIRET number, Main activity held, Workforce, and Shelf Validity Year are included in the results. However, like the submitter has mentioned, as of January 2017, one can download the Sirene database for free on the Open platform of French public data as data are opened under the law for a digital Republic. One can download the complete Sirene dissemination base of active institutions on the last day of the previous month, the daily update files for the current month, and monthly updates file for the previous month (Source: https://www.sirene.fr/sirene/public/static/acces-donnees). Each compressed file (ZIP format) contains a data file in .CSV format. Files contain variables of identification, address, geographical location and economic data on companies and establishments. They do not contain certain information (telephone numbers, e-mail and website addresses, names of executives, legal elements, balance sheets, geolocalized data). The dataset can be downloaded in bulk, is updated monthly, applies for the whole of France, and is openly licensed (under the law for a digital Republic).
