The original submission was rejected because it stated that data was not available. As a reviewer I was able to find the data (it was just provided by a different government department). Accordingly, I filled out the rest of the survey with my findings (check comments for more information).

Reviewer comments

The original submission was rejected because it incorrectly stated that the government did not provide the data. The current submission is updated to indicate that all required characteristics could be found (on a different source from that used by the original submission).
