What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. As for findability, 2016 Legislative Council results are visible and straightforward. On the other hand, finding historical results can be challenging, although easily findable through Google search queries. Both the Registration and Electoral Office website and the elections dedicated site contain Copyright disclaimers. The first one states that “content available on this website, including but not limited to all text, graphics, drawings, diagrams, photographs and compilation of data or other materials are subject to copyright owned by the Registration and Electoral Office ("REO") or other entities. Except as expressly permitted herein or where prior written authorization is obtained from the REO, any reproduction, adaptation, distribution, dissemination or making available of such copyright works to the public is strictly prohibited” (https://www.reo.gov.hk/en/notices/notices.htm). The elections website explains that “unless otherwise indicated, the materials found on this site are subject to copyright owned by the Government of the Hong Kong Special Administrative Region.
