Following a discussion in our forum: https://discuss.okfn.org/t/entry-for-national-statistics-hong-kong/4907/5, this data counts as openly licensed. The license requirement to "reproduce and distribute data accurately, fairly and sufficiently" does not affect the creation of derivatives of the data, e.g. using the data to perform analysis, adapting the data in commercial products; and the distribution of such derivatives.
