The submission was not accepted, because it referred to observations and not forecasts (see portal for observational data here: https://www.imdaws.com/viewawsdata.aspx). This data is provided in xls format and can be downloaded once a user registered on the website.
The India Meteorological Department makes forecasts available for the entire country at https://www.indiaweather.gov.in/,
as well as for departments: https://www.indiaweather.gov.in/?page_id=942&tags=Kolkata. there are departmental websites that provide additional information.
Wind forecasts are only available for the current day when visiting the local forecast pages. Generally the data is hard to find and navigate, because it seems to be placed in many different places. Since no wind forecasts are available for the following two days the data is not considered to be fully available online.
The data is not openly licensed at the moment.
