That's why the law states that Latvijas Vēstnesis is the official publication and likumi.lv is for "informative purposes"." The reviewer was aware of the sources, although web searches with basic keywords only produce the Likumi link, and not Vestnesis. Vēstnesis translates most accurately to journal and searches including this keyword produces the link. The information is not available in a public domain, but is hosted and run by https://www.lv.lv/. The submitter provides more information in this regard, explaining that "Likumi.lv points to the legislation that determines how this information can be reused and sets the fee for reuse (however, it is not clear what is meant by reuse and if, e.g., publishing law excerpts on a website requires paying the fee or not): see https://likumi.lv/doc.php?id=254491 or, https://likumi.lv/doc.php?id=249322#p18. The official publisher Latvijas Vestnesis does not receive budget funding for the maintenance of Likumi.lv. It is maintained from the earnings of Latvijas Vestnesis (including official publication and information reuse fees). The submitter originally indicated that the information was available in HTML, while the laws are available for download and are embedded as PDF. The submitter states that the information requires some effort as the information is contained in plain HTML. This was not my experience, however the rating remains the same to reflect the necessary effort to download the information available in PDF.
