What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. Datasets are timely and available in PDF format, only available by electoral zone level. According to the definition of null and void votes, spoiled ballots would be included in this count: a vote cast is null and void if: the ballot paper has been torn into two or more parts; or has been classified as such pursuant to section 83. A null and void vote shall not be regarded as valid and shall not be counted in determining the results of the elections”.
