This data category requires results by constituency / district for all major national electoral contests. Election data informs about voting outcomes and voting process. What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. Data is available at a electoral district level, not by polling station. Submitter states that it's up to the election board in each municipality if they want to count votes for each election circuit (=voting place) or not. The spreadsheet includes votes per circuit where it is counted that way. For small circuits/voting places, results are accumulated to a technical circuit to ensure a secret election. No information given on license of the data. Submitter states that machine-readable version was not available immediately following the election.
