What data is expected?

This data category requires all national laws and statutes to be available online, although it is not a requirement that information on legislative behaviour e.g. voting records is available.

How open is the data?

Original submitter works with open data in the government agency, Difi, which is in charge of the national open data portal - https://data.norge.no/ Note that Lovdata (publisher of National Laws) is a self-owning foundation, but started by the Ministry of Justice, and is the de facto publisher of legislation online. Also publishes changes/new legislation (Norsk lovtidend) as a paid task from the ministry. National Law data is available for free as web pages only. API access is available for paid subscribers. Thus, it is possible to access the database at once, but not on a free of charge basis.

Your submission is valid. Thank you very much for contributing to the Global Open Data Index. The Lovdata portal allows users to access the National Laws free of charge as web pages only. API access is available to paid users. Thus, while the data is technically machine readable, it is not considered as such under this review as it is not Open Data proper.
