What data is expected?

This data category requires results by constituency / district for all major national electoral contests. Election data informs about voting outcomes and voting process. What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. How open is the data?

Submission was rejected since Commission on Elections site ‘Results’ section (https://www.comelec.gov.ph/?r=2016NLE/ElectionResults) states that “https://www.pilipinaselectionresults2016.com/ is no longer available to display the Election Day election results as electronically transmitted from all Vote Counting Machines (VCMs) and Consolidation/Canvassing Systems (CCS) nationwide. Please watch out as we prepare to make these same information directly available from inside the COMELEC Website”. Submitter provides links from media (Rappler, GMA, TV5), which is not relevant for the index. Also, as submitter states, historical resources on past elections are not well-documented.
