The submission was changed because it referred to an institute affiliated with the University of Warsaw. The main body to provide meteorological data is the Institute of Meteorology and Water Management. Forecast data is available in HTML on a website. No download is provided for forecast data. Forecast data is ot downloadable at once (only historical data as it seems). This historical data can be downloaded per station. The data is stored in many different places on the website and it is hard to find all required elements. However, one webpage provides a link list to all data (once this is found, the navigation is easier). The terms of use seem to comply mostly with the OpenDefinition (see here: https://www.pogodynka.pl/udostepnianiedanych/). Users need to send an application if their intended use cases deviate from the original use cases of the data. This limits the modifiability of the data.
