What data is expected?

This data category requires results by constituency / district for all major national electoral contests. Election data informs about voting outcomes and voting process. What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. How open is the data?

Rejected submission since not all required data is available and data is available by electoral zones, at some cases in more detail. Data available include results for major electoral contests, registered votes, invalid votes and several other categories (such as abstentions, missing, remaining and unused ballots), but no information on spoiled ballots. There are different formats available for the latest elections results, although we are able to find the last major elections results on HTML format. 2015 elections data is available through PDF files and HTML (https://www.tse.gob.sv/resultados2015/). The data in HTML format is not easy to find on the website. 2014 Presidential elections in HTML + XLXS format (https://www.tse.gob.sv/elecciones/elecciones-2014). Possible to download the data at a polling station level, including the 5 categories 2012 Presidential elections data only available in HTML. Some data for previous elections is available in PDF files. As the submitter notices, to collect the data needs scraping conversion tools. As for public domain, the submitter answered that the info is of public domain, but it is expressed on the Terms and Services (https://www.tse.gob.sv/modApp/tos.html) that: “Digital materials are owned by the Supreme Electoral Tribunal or a third party to whom the service is provided. All content and materials are governed by international copyright law, trademark. Any use that does not meet the purpose of the creation of the digital material will be in violation of said laws. The content found in all materials developed by Supreme Electoral Tribunal are not owned by the user who consumes them and a different use for which it was created is prohibited”.
