National Laws 45% open

Turkey

What data is expected?

This data category requires all national laws and statutes to be available online, although it is not a requirement that information on legislative behaviour e.g. voting records is available.

  • Content of the law / status
  • Date of last amendment
  • Amendments to the law (if applicable)

How open is the data?

"Basbakanlik Iletisim Merkezi" - Prime Ministry Communication Centre. The submitter states that "in Turkey, national laws won't go into operation until it is published in The Official Gazette. That's why I went directly to that site. From there, by choosing the date of The Gazette, we can get the data of the national laws." Laws are accessible in HTML, and editions of the Gazette can be downloaded in full in PDF. Amendments and previous iterations of the law are referenced at the bottom of the document, stating date and issue number. The data is not readily accessible as it requires previous knowledge on behalf of the user to locate specific laws. The submitter originally stated that the data is openly licensed, however copyright ownership is retained by the Prime Ministry. The copyright is not up to date here, https://www.resmigazete.gov.tr/default.aspx, only 2006, but at the second link where there is a small selection of laws available in PDF, https://www.bimer.gov.tr/bimer-mevzuat, the copyright is up to 2017.
