The submissions in this data category do not need to include detailed financial data such as balance sheet, etc. Open data from company registers may be used for many ends: e.g. enabling customers and businesses to see with whom they deal, or to see where a company has registered offices. Company data including name, number, and address are available online free of charge, updated no later than 5 days after making changes, and downloadable at once in Zipped .XML format on three different web sources: the State Enterprise "National Information Systems" - Unified State Register of Legal Entities and Individuals - Entrepreneurs and Community Groups, the Ministry of Justice, and the Open Data portal. As the submitter has commented, State Enterprise "National Information Systems" administers registry on behalf of the Ministry of Justice of Ukraine. Description pages, direct and metadata links are provided. Data can be found on Ukraine's open data portal, and on government agency's official sites. Originally, the data were found on Facebook news feed, in the first hours of announcement. In addition, economical activity NACE code, director and registration status are provided. More fields are available through online form. XML contains non-UTF-8 charset. Previously it was in .CSV but has now changed to .XML format. Payment is required only for additional fields and API. Direct links to full zip-archives are provided. No formal license is mentioned, but the terms of use are on every page of the open data portal. Though there's no licence mentioned, terms of use are identical to Creative Commons Attribution 1.0 Generic https://creativecommons.org/licenses/by/1.0/ According to the submitter, .XML isn't quite user-friendly as you need to parse it and put to some database first.
