What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. The data is available to use with no restrictions though it is not explicitly expressed by an open licence. Although, In Uruguay if the information is published on an official web site is available to use with no restrictions unless it is indicated. See 18.381, Article 4 (https://legislativo.parlamento.gub.uy/temporales/leytemp753798.htm): “Any information produced, obtained, held by or under the control of the subjects bound by this law, regardless of the medium in which they are contained, is publicly presumed”.
