This data category requires results by constituency / district for all major national electoral contests. Election data informs about voting outcomes and voting process. What are electoral majorities and minorities? How many votes are registered, invalid, or spoilt? To enable highest transparency, the Index assesses polling station data. Data for electoral zones does not suffice. The Index consulted the National Democratic Institute (NDI) to develop this data category. Data is available by constituency, not by polling station. By accessing to the 2013 general elections dataset through the open data portal (https://www.datos.gov.py/dataset/elecciones-generales-2013#), it is not possible to download the proposed datasets in CSV or XLS, getting a 404 error. There’s a message in the comment section indicating that this dataset does not present the whole general elections data, but only: Summary of electoral political division, Mercosur Voting results and Results of governors by department. This dataset indicates that is licensed under CC-BY. When accessing to a website dedicated to these elections -by searching for these results on the electoral institution- (https://tsje.gov.py/e2013/) it is possible to access general results, registered votes and invalid votes, no info on spoiled ballots, in HTML format. There are no visible links to datasets in this website. 2015 municipal elections results datasets are not available.
