The submission is correct. The given link (https://www.meteorologia.gov.py/mapa2.php) leads to written forecast reports for the current day +2 days. The forecasts are issued for 1 major city per region, and temperature, wind direction (no wind speed) and indication of precipitation (without telling the exact amount). There are data services offering to send 48 hour forecasts in written form. These have to be monthly paid for a fee of 320 US Dollars (see price list here: https://www.meteorologia.gov.py/adm/uploads/Tasas.pdf). Information is transmitted via phone, fax, or internet.
